HAGERSTOWN, MD (March 19, 2004) -Former Pittsburgh Steeler Mike Collier was the featured speaker at the second Progress & Effort Awards ceremony of the 2003/2004 school year at the Washington County Job Development Center. JDC staff chose students who showed outstanding progress during the third marking period. Those students were honored with plaques noting their accomplishments.
