A Teacher's Guide to the Voluntary Transfer Process

  1. Voluntary transfers may begin on February 1 and continue through June 15 for assignments for the following year.
  2. Identified vacancies will be advertised for at least eight (8) calendar days.
  3. Positions will be posted in schools, on the WCPS website, and on the professional vacancy hotline (301-766-8710). Interested individuals (internal) may apply by email communication to Deb Warrenfeltz, warredeb@wcps.k12.md.us, by the posted deadline for that position. Please be prepared to provide the following information:
    • your name
    • specific position you are applying for
    • your current assignment
    • your certification area(s)
    • your hire date
    • a telephone number where you can be reached
  4. At the close of the posting period, the Human Resources Department will distribute the listing of qualified* teachers to the principal.
  5. In a timely fashion, the principal will contact all qualified teachers on the list to schedule a structured interview. In addition, a principal may request new teacher applicants be interviewed for the vacant position. Non-tenured teachers will not be eligible to participate unless pre-approved by the Supervisor of Human Resources.
  6. The principal may elect to include the department chair or other members of the grade-level team in the structured interview process.
  7. If the number of eligible teachers expressing interest in the position exceeds eight (8), the principal may elect to narrow the pool of candidates through a qualifications screening.
  8. The principal will contact the Human Resources Department with the final recommendation. This must be done by e-mail to the Supervisor of Human Resources only.
  9. The Human Resources Department will offer the position or contract.
  10. Unsuccessful candidates will be notified in writing, and a copy will be sent to the WCTA office.
  11. Extensions – (Article 10.1 F) A unit member desiring to be guaranteed consideration for a transfer after June 15 and through July 31 must notify the Human Resources Department in writing by June 15. The unit member may identify an interest in specific location, or interest within their certification areas. The three most senior qualified applicants who have indicated the specific vacancy as their first choice will be interviewed, if available, and considered on an equal basis with other applicants. Unit members currently assigned to part-time or itinerant positions may apply for any vacancy through June 30. It is the unit member’s responsibility to monitor the hotline for vacancy announcements.
